Emily is a delivery leader with broad experience across multiple sectors and systems. Her current delivery activities are focused on working with state governments in Nigeria, supporting the IFAD partnership to identify, set up and support delivery units in sub-Saharan Africa, whilst previously Emily has supported the Prime Minister’s Delivery Unit in Uganda and the education sector’s Ministry Delivery Unit in Ethiopia. Emily is based in Kampala, Uganda and supports projects across the region.
Sameer has advised governments, state-owned enterprises and private sector companies across the Middle East, South Asia and North America on a wide variety of topics, including public sector reform focusing on Education and Health, capacity building, organizational design, and performance improvement.
Carolina has five years of experience working with governments in Brazil and Latin America on public policy implementation, capacity building, evidence-based policy and impact evaluation in multiple sectors. At Delivery Associates, Carolina has supported Bloomberg Mayors Challenge’s winners and finalists in Latin America.
Farais an experienced project manager who has worked across multiple industries and government sectors. In her ~10 years experience, she has led teams from across the world. She has a deep interest inpeople management and bringing genuine human relationship into the work to achieve goals. Her areas of expertise include process improvement, project strategy and change management.
Sir Michael led the Prime Minister’s Delivery Unit for the Blair administration in the UK from 2001-2005. Since then, he has worked on delivery and system-wide reforms in more than 50 countries. He personally leads high stakes engagements with political leaders to help adopt the delivery approach such as quarterly cabinet retreats in Canada with PM Justin Trudeau.
Anum has extensive experience working with governments, INGOs and development partners across Pakistan, the UK and the US. Her diverse background includes supporting projects on health, education, capacity building, climate change and women’s economic empowerment.
Kyore has deep experience in government. He has served in different positions of the Argentine legislative and executive powers, managing teams, implementing social and cultural policies and building capacity. He is currently based in Ecuador, where he is supporting government’s work for the improvement of small farmers’ productivity and income.
Daniel has worked with governments, state-owned enterprises and leading private sector companies across the Middle East, Asia, Europe, Africa and North America. His recent work has centered around advising governments on implementing large-scale reforms, with a particular focus on solving delivery issues related to business environment reform, job creation and economic growth strategies.

Kerry is a public sector expert with experience spanning strategy and management consulting for the UK government, supporting the Prime Minster to deliver key priorities in Albania, as well as frontline public service delivery. Recently, she is supporting local governments in the USA to deliver innovative solutions to problems facing their major cities.
Alexandra has worked with governments and companies to implement systemic change at the city, national, and international level in relation to climate change. Her work focuses on strategy, capacity building, policy implementation, and stakeholder engagement. She is currently an implementation coach for Bloomberg’s American Cities Climate Challenge.
Mary is a public service consultant with 10+ years of experience leading global health and access to medicines initiatives for non-profit and private sector organizations. Mary has worked hand-in-hand with foreign governments striving to achieve complex policy objectives in the health space in Africa, Latin America, and Asia.
Rebecca has 10+ years of experience supporting government leaders, education agencies and non-profit organizations to create strategic plans, analyze data, monitor performance and progress, and review capacity to effectively implement key initiatives. She works primarily in the United States, with a focus on the education sector.
Simon worked in the original Prime Minister’s Delivery Unit for Prime Minister Tony Blair and has supported the establishment of Delivery Units around the world. Simon has led Delivery training for officials in many countries including Brunei, Jordan, Pakistan, and the USA as well as for a number of African countries through the Harvard Ministerial Leadership program.
Katelyn leads product, innovation, and marketing for Delivery Associates. She is also an experienced deliverologist having launched delivery units or developed delivery capacity in Pakistan, Peru, Ethiopia, South Africa, Brunei, Egypt and the United States. Katelyn also launched and managed the Pearson Ventures, a $65M venture fund that invested in emerging market education companies.
Tyler has worked on the Bloomberg American Cities Climate Challenge advising city governments in Austin, Philadelphia, San Antonio, and St. Louis on a wide variety of carbon emissions reductions and sustainable growth strategies across the transportation and buildings sectors.
Romina has extensive experience in advising governments across Latin America and the Caribbean on public policy implementation and performance management, especially in the areas of health and infrastructure. Her current delivery efforts are focused on setting up a delivery unit at the WHO focused on delivering the Triple Billion targets.
Daniel has advised governments, nonprofits, and private sector companies across the United States on a wide variety of topics including program and strategy development and implementation, organizational transformation, capability building and coaching, training development and delivery, and new product pricing and go-to-market strategy.
Giselle has seven years of experience advising and supporting governments in Africa and Asia. Before joining DA, her work focused on building system capacity for governments to use data to improve coordination and implementation of health priorities.
Gabriel has over 15 years of experience advising state and local governments, large U.S. federal agencies, universities and non-profits. Most recently he has guided our partnership with Bloomberg Philanthropy leading innovative city projects solving issues including homelessness, air quality, climate change, energy efficiency, justice, transportation, public health, and equality.

Hafsa has deep experience in advising governments and development sector partners on delivery of public services. She was previously a member of the Chief Minister’s Delivery Unit in Punjab, Pakistan where she led reforms in the primary education sector. Her previous work experience has also involved leading economic development projects in Ghana and Vietnam. Fernanda is an experienced policy and project manager with 10+ years in the private, academic, and non-profit sectors across Latin America and the United States.Her areas of expertise include strategy development and designing evidence-based approaches to problem-solving, while applying equity and intersectional lenses to her work. Aasha has led numerous policy design and implementation engagements with senior government officials at the state and city level in the U.S. and Pakistan. Simon has over twenty-five years’ experience of public sector policy and delivery. He was head of the education team in the UK Prime Minister’s Delivery Unit 2002-2006, developing many key delivery tools and approaches. He has worked with officials in Uganda, Pakistan, US, Brunei, and the UK to establish delivery units and build capacity. His expertise is in whole system education improvement and public sector reform.
Juan is a commercial engineer and an economist with extensive experience in strategy and implementation. He has advised the Public Sector in the Americas, Europe, Middle East, Oceania and Africa, having worked with the World Bank and as advisor to the President’s Delivery Unit in Chile. Juan holds a master’s degree from Harvard University. His current delivery efforts are focused in the Americas.
Saad is an expert at the intersection of public sector delivery and technology. He has led the design and implementation of data systems to track and manage government priorities across the Americas, Africa and Asia. His current delivery efforts focus on advising governments around the world on technology strategy and implementation.
Maria has significant experience in public education, having worked in the non-profit and impact-investing sectors. She has coordinated projects with multiple public education systems in Brazil, with special focus on national standards implementation and improvement of learning outcomes in K-8 systems. Maria has also acted as a management consultant advising private sector companies of various sectors in operations excellence and strategy projects.
Nick Rodriguez is the CEO of Delivery Associates. Nick has been a leader at Delivery Associates since 2016, building our North America practice and playing a pivotal role in helping governments, NGOs, and philanthropies deliver public value in the United States, Canada, and beyond. He has co-authored two seminal books on delivery, and advised governments at every level in the US, Europe, the Middle East, Asia and Africa, with a particular focus on education.
Matt is a specialist in data visualisation, infographic storytelling and motion graphics. He has a passion to transform data and narratives into meaningful and compelling content for various platforms and formats.
Anna is a seasoned delivery expert with deep cross-industry experience. Her previous and current delivery efforts are focused on working with the central and provincial Governments in KSA, Australia, Jordan and Egypt to setup delivery units, build capacity and deliver on their strategic priorities. She previously worked as Head of Delivery Unit at the Prime Minister’s Office in the Government of Albania.
Basheer played a leading role in setting-up the first Delivery Unit in the Middle-East at the Prime Minister’s Office in Jordan. His experience spans a wide array of topics including economic development, energy, labor market policies, public sector reform and strategy. Basheer’s current delivery efforts are focused on applying delivery approaches across the Middle-East.
Leigh was a member of the Prime Minister’s Delivery Unit for the Blair administration and went on to support the establishment of delivery units across UK government departments. Leigh’s current delivery efforts are focused on applying delivery approaches across the Middle-East, South East Asia and Australia.
Nourhan developed a diverse background in product, design thinking and technology. She worked for Google, advised a fast-growing start-up, and consulted for a financial institution in Southeast Asia. Nourhan graduated with distinction from Harvard College and holds a Master in Public Policy from Harvard Kennedy School. She is currently focused on building digital tools for governments to support with their COVID-19 response.
Muqueet has experience in working with state and provincial governments in Pakistan, supporting School Education and Local Government departments in strategizing and implementing reforms, and building delivery capacity across various levels of the delivery chain.
Raahema has experience working with Government of the Punjab to support the set up of Delivery Units and to streamline reforms for delivery. She has worked with the Health and Education Departments to build governance capacity. She also has experience in managing capacity building grants from the World Bank and DFID to encourage the use of evidence in policy making.
Ashenafi has acquired deep experience in advising and supporting center of government, ministries, and cities to deliver on priorities. He has led the setup of delivery units in Ethiopia and Togo. He has worked on numerous economic, social, and good governance projects with the Cabinet Minister in Ethiopia. Since joining DA, he has been supporting the various Delivery Units and delivery works across Africa.
Alek has worked in the public, private, and nonprofit sectors, and delivery experience with public sector clients at both the federal and city levels. He is part of the collaboration with Bloomberg Philanthropies supporting cities through the American Cities Climate Challenge.
Sonya has worked with local, national, and international governments on projects ranging from building local rideshare programs to supporting negotiations to form the UN’s Sustainable Development Goals. She is passionate about the public sector’s role in climate mitigation, and currently supports cities in the American Cities Climate Challenge.
Nadya has advised governments, state-owned enterprises and private sector companies across Europe and North America on a wide variety of topics, including public sector reform, capacity building, organizational design, performance improvement, growth strategy and cost reduction.
Denise leads Delivery Associates finance and operations function and is a co-founder of Delivery Associates. She has previously been the Business Manager for the Office of the Chief Education Officer at Pearson and operational roles at McKinsey & Company. Denise has an MSc. in Management from Ashridge Business School.
Gui has deep experience in Deliverology, having worked with the Delivery Units in Canada and Brunei and originating and leading our work in Peru, Guyana and The Bahamas. Guilherme holds a doctoral degree from Harvard University. His current delivery efforts focus on supporting in-country partnerships across Latin America.
John has wide-ranging experience across North and South Americas, Asia and the Middle East across economic and educational priority areas. He currently leads our work on the Delivery Institute, and is an expert on public sector reform, on capacity building, and on education total system reform.
Martin is an economist with professional experience at governments and diverse multilateral organizations. Most recently he worked at the Presidency or Argentina and as Strategic Planning Manager of the healthcare of the elderly in Argentina. Martin holds masters’ degree from Harvard University and the main areas of his expertise are data analysis, strategy design, and policy implementation.
Josh has expertise in public policy, aid management, and implementation. He has served the New Zealand government on diplomatic assignment in Washington DC and New York, and in trade negotiations with China, the EU, and the Pacific Alliance.
Khalid has advised governments, INGOs, financial institutions and private sector companies across the United States and Africa on a wide variety of topics, including strategy development, strategic planning, capacity building, and go-to-market strategy. His most recent work has focused on solving urban problems, such as increasing investment in infrastructure and improving urban mobility.
Edmond has an extensive experience in West and North Africa, advising both governments and private companies in strategic and operational topics. He set up a delivery unit to achieve a successful transformation and privatisation of state owned company in West Africa and developed capability building for government members in North Africa.
